The legal library and reading room of Plunge benefice started to work in 1906. Everybody who paid the charge of 50 copecks could read there. We could call that library the first Public library in Plunge, though that library had  almost only religion literature and we don’t know if the library was popular and how long it  existed.

In 1939 the Public library of Pagegiai was transferred to Plunge.

In 1977 Plunge District Library became the District Central Library with 32 branches in the villages. In the villages 18 libraries were closed. After centralization the  fund of the library increased very much,  the number of library users tripled , the library capacity increased.  The library got additional rooms on the first floor of the building on Komunarų street  8. There was the Central District library till 1981 (Children’s and Acquisition and processing Department stay till 1993).

In 1988 – 1990 the building of the Central library was repaired : the service department was redecorated, the reading room and art and music reading rooms were furnished with original furniture and shelves. The same year the Children department was redecorated too. Artist A. Aliukas created the project “Model of the world” for Children department , original  furniture and shelves were brought.

From 1989 the fund of Plunge Public library is constantly supplemented with printed matter from foreign charity funds, the fund of A. Mackus and direct relations with Lithuanian emigration. Contacts are made with A. Pakalniskis ,K. Pabedinskas (the USA), V. Doniela (Australia), G. Procuta (Canada) and other Lithuanian emigrants who give books for the library.

               In 1995 the library changes the name to Plunge District Municipality Public library. The fund of the library was changed too: much soviet literature was written off. The library started to organize conferences, sacred to the memory of famous  people of the district: Z. Ivinskis, V. Mačernis, P. Mantvydas, G. Valančius and others. Community clubs are constantly gathering  in the library : bibliophile friends club of Simonas Daukantas, litterate club “Vingiorykštė”, travellers‘ club “Terra incognita“.

In 2002 the Centre of information and education of Adults was opened. In 2003 the library started to create electronic catalogue and since then  Plungė Public library participates in LIBIS (Lithuanian Integrated Library Information System). Web page of Plunge Public library (www.plunge.rvb.lt) was created in 2004.
